It is important to realize that the SNAP program is limited to an allowance of only $3-$4 dollars per person per day to help supplement their food budget. While this makes it difficult to choose healthier foods, it's not impossible! Here is one of our favorite filling, yet healthy meal choices on a very limited budget.

* 1/2 teaspoon dried basil leaves, crushed
* 1/8 teaspoon ground black pepper
* 3 cloves garlic, minced
* 3/4 tsp crushed red pepper flakes
* 3 cups broccoli flowerettes
* 4 1/2 cups hot cooked Penne pasta (medium tube-shaped pasta), cooked without salt
* 1 tablespoon lemon juice
* 2 tablespoons grated Parmesan cheese
This particular recipe is simple to prepare and has lots of flavor.
In a large hot skillet combine broth, basil, pepper, garlic and broccoli. Heat to a boil. Cover and cook over low heat for 3 minutes or until broccoli is tender-crisp.
Add cooked pasta and lemon juice.
